If Washington puts in $5 million and company founders put in $5 million then the government should own 50% of the company and get 50% of all future profits. If the company goes broke, the government should get all of the companies assets before the "owners" or creditors until the full $5 million is recovered.

If they don't renew the funding, those failing projects will stop. I say failing because none appear to have produced much additional public knowledge yet.
